Jang Chul-bae, head of the Transportation Bureau of Incheon Metropolitan City, stated, "As more rain than average and irregular localized heavy rains are predicted this summer, we must prepare thoroughly. We will fully operate the storm and flood damage countermeasure situation room, which has already been in operation since mid-May, for five months until October 15th to do our best to prevent even a single casualty." Incheon Metropolitan City announced on the 9th that it conducted intensive on-site inspections and practical mock drills for major underpasses in its jurisdiction to preemptively respond to the upcoming summer heavy rains. This inspection was a measure to protect citizens' lives and property from sudden flooding accidents such as guerrilla-style heavy rains, focusing on early settlement of the emergency response system in the field according to the recently strengthened guidelines of the Ministry of Land, Infrastructure and Transport. The city intensively examined core facilities such as the operation status of entrance blocking facilities in underpasses, drainage management, and normal operation of pumps, and also checked the contact system for each underpass site manager and the cooperation system with related organizations. In particular, in the 'Cheonghak Underpass' drill held jointly with related organizations such as Yeonsu-gu, traffic in some sections was completely restricted under the assumption of an actual flooding situation, and a series of initial action processes such as swift vehicle evacuation and detour guidance were inspected just like in reality.

This mock drill reflects that the flooding depth, which is the standard for restricting entry to underpasses, has been drastically strengthened from the previous 15cm to 5cm according to the 'Guidelines for Installation and Management of Road Tunnel Disaster Prevention and Ventilation Facilities' of the Ministry of Land, Infrastructure and Transport revised last April. Accordingly, the city closely verified whether the interlinking systems of Variable Message Signs (VMS) and Lane Control Signals (LCS) operated immediately in line with the changed standards. However, among disaster prevention experts, questions are still raised about whether the software-based automated interlocking system, which detects the flow rate swelling instantly during sudden heavy rains and lowers the blocking facilities, is densely built down to aged underpasses, compared to the hardware-based guideline change that drastically lowered the control standard to 5cm, one-third of the previous level. It is pointed out that if the response speed of the field detection sensors or blocking flaps cannot support it while only the standards have become stricter, the 'strengthened guidelines' could end up as desk theory.

In particular, unlike this drill which was smoothly directed in a joint format with related organizations in some pilot sections such as Cheonghak Underpass in Yeonsu-gu, the capacity limit of drainage pumps or the chronic clogging of rainwater gully pots scattered throughout other aged underpasses in the jurisdiction are chronic maladies repeated every year. In actual sudden heavy rain situations, the connection networks among district offices, police, and the city hall easily paralyze due to surging civil complaints and physical distances. This is why alternatives are being suggested that instead of stopping at showy control drills, a public-private joint digital matching infrastructure must precede, where detours are automatically transmitted through navigations and disaster messages to nearby vehicles as soon as sensors detect 5cm flooding. The city plans to further enhance flooding accident prevention and response capabilities through this inspection to prevent accidents in advance, while conducting swift traffic control and detour guidance even if an actual emergency occurs to minimize flooding damage and citizen inconvenience.
