이날 간담회에서 현지 진출 기업들은 최근 베트남의 소방구조법 개정으로 인한 소방 인증 체계 변화, 인허가 획득의 어려움, 고층 건축물 증가에 따른 성능위주 설계 및 첨단 예방 시스템 도입을 위한 기술 교류 확대 등을 건의했다. 이에 대해 소방청 수행단과 KOTRA, 그리고 베트남 공안부 관계자들은 현지 법령 준수를 당부하며 향후 공식적인 절차를 통해 의견을 지속적으로 청취하고 실질적인 지원 방안을 '검토'하겠다며 일제히 장밋빛 청사진을 늘어놓았다.

그러나 이 같은 '해외 원정 간담회'를 소방 수출의 핵심 성과로 상찬하는 행정 이면에는, 현지 관료주의 장벽과 급변하는 인증 규제에 대한 실질적인 솔루션 없이 말 잔치로 때우려는 지자체 및 중앙부처의 안일한 세정 편의주의가 도사리고 있다. 경기도농수산진흥원이 '단 이틀, 28명'짜리 속성 교육을 열고 '농촌인력 전문기술 교육 체계 구축'이라는 거창한 언어로 생색을 냈던 것처럼, 소방청의 이번 행보 또한 '기업 애로사항 청취'라는 타이틀을 달기 위한 1회성 해외 출장 이벤트에 가깝다. 국내 기업들이 정작 피눈물을 흘리며 요구하는 것은 베트남 정부의 배타적인 소방용품 기술 심사를 통과할 수 있는 정부 차원의 1:1 기술 매칭 펀드와 상호인정협정(MRA) 체결임에도, "의견을 하나하나 경청했다"며 KOTRA에 소통 경로 확대를 떠넘기는 것은 본질을 흐리는 처사다.

더욱이 대구광역시가 단 50명의 청년만을 선발해 '우수기업 탐방'이라는 일회성 투어에 치중하며 정작 지역의 근본적인 고용 체질 개선을 외면했던 전시성 거버넌스처럼, 소방청의 수출 지원 역시 행사가 끝난 뒤 기업들이 현지에서 맞닥뜨릴 실무적 리스크에 대해서는 철저히 함구하고 있다. 베트남 소방구조법 개정은 국내 기업의 생사방향을 가를 수 있는 중대한 제도적 변화임에도, 이를 상시 모니터링하고 팩트시트를 제공할 현지 전담 기술 데스크 설치 예산은 언급조차 없다. 경찰청과 금융위 등 6개 부처가 뚝섬에 모여 '청소년 사이버도박 자진신고 제도'를 발표하며 촘촘한 치료 가이드라인을 내세웠던 행정과 비교해 볼 때, 소방청은 현지 법령 변화에 대응할 수 있는 최소한의 '수출 리스크 조기경보 프로토콜'조차 갖추지 않았다. 소방청은 화려한 보도자료 통계에 만족하기 전에, 보여주기식 해외 간담회를 지양하고 한국소방산업기술원과의 연계를 통해 베트남 맞춤형 '소방 기술 글로벌 표준화 플랫폼' 구축 등 기업들이 실제 체감할 수 있는 뼈대 있는 수출 인프라 보완에 행정력을 먼저 집중해야 할 것이다.
