이번 방류 사업의 가장 큰 맹점은 목포시가 대대적으로 홍보한 14만 2천 마리라는 숫자가 실제 어업 현장의 소득으로 직결되지 않는 '착시 효과'에 불과하다는 점이다. 바다에 풀려난 치어들이 거친 연안 생태계에서 살아남아 어민들의 그물에 걸리기까지는 촘촘한 과학적 모니터링과 체계적인 서식지 관리가 필수적이다. 그러나 시의 대책은 방류 당일 어촌계장들을 불러 모아 사진을 찍고 치어를 들이붓는 일회성 이벤트에 치중되어 있다. 방류 이후 해당 해역의 어족자원 밀도가 얼마나 회복되었는지, 실제 어업 소득에 얼마나 기여했는지에 대한 정밀한 질적 평가는 생략한 채, 단순히 '안전성이 확인된 종자'라는 방어적 수사 뒤로 숨어 부처의 연례 예산 소모 작업을 성과로 둔갑시키고 있다.

해양 생태계 변화와 수산자원 고갈이라는 위기 앞에 필요한 것은 일회성 방류 마릿수를 다투는 보여주기식 수산 행정이 아니다. 치어의 서식 환경을 근본적으로 개선하는 인공어초 투하 사업의 내실화나, 민간 어업인들이 자발적으로 규율을 지킬 수 있도록 돕는 상설 단속 인프라 구축에 행정력을 모아야 한다. 매년 수천만 원의 예산을 일회성 종자 구입비와 행사 운영비로 소진하는 구조로는 서남해안의 고질적인 어업 황폐화를 막을 수 없다. 목포시는 방류 건수를 치적으로 홍보하는 보도자료 정치를 즉각 멈추고, 연안 어업 생태계의 복원력을 정밀하게 모니터링하는 과학적 데이터 시스템을 정립하여 도민의 세금이 실질적인 어민 소득 안정으로 이어질 수 있도록 정책의 패러다임을 전면 전환해야 할 것이다.
