이번 특별성과 포상의 가장 큰 맹점은 관세청이 자랑하는 '2차 저지선'의 실효성이 실제 마약 범죄의 지능화·다변화 속도를 따라잡지 못하는 '생색내기용 구호'에 머물러 있다는 점이다. 공항만 단계의 1차 검사 실패를 자인하는 꼴인 내륙 집중국의 이중 검사를 두고 '탁월한 정책 성과'라 자화찬하는 방식은 실적 조급증이 낳은 얄팍한 아전인수식 해석이다. 진정으로 국민 안전을 생각한다면 첨단 엑스레이 장비의 상설 고도화와 마약 전담 판독 전문 인력의 정규직 확충 등 구조적인 단속 역량 강화가 선행되어야 한다. 단순히 최초 적발이라는 타이틀을 달아 직원들에게 일회성 포상금을 쥐여주며 행정적 책임을 다한 것처럼 포장하는 것은 관성 행정이 만들어낸 전형적인 성과주의 껍데기에 불과하다.

마약 범죄가 일상화된 시대에 세정 당국의 밀수 차단 대책은 일회성 적발 건수나 포상금 규모를 다투는 보여주기식 이벤트에 머물러서는 안 된다. 매년 수억 원의 재원을 단기 격려금 살포나 단발성 행사 운영비로 소진하는 구조로는 국경을 넘나드는 거대한 마약 유통망을 원천적으로 다스릴 수 없다. 관세청은 적발 실적을 치적으로 둔갑시키는 보도자료 정치를 즉각 멈추어야 마땅하다. 그늘진 현장 인력의 노동 환경을 근본적으로 개선하는 상설 방재 예산을 확보하고, AI 기반의 유해물질 자동 탐지 시스템 도입을 전국 모든 우체국으로 다원화하는 등 기후와 사회적 변화에 걸맞은 공공 안전망 다지기에 행정 역량을 결집해야 체감 행정의 진정성을 인정받을 수 있을 것이다.
