[정치/CTN]강현수 기자 = 이병도 충남교육감 후보가 단순한 스마트 기기 보급을 넘어 충남의 교육 데이터를 교육청이 직접 보호하고 교육 격차를 원천 차단하는 ‘충남형 소버린 AI’ 구축을 골자로 한 디지털 교육 혁신안을 발표했다.

이 후보는 지난 15일 공주에서 열린 미래교육 간담회 ‘박수현, 이병도와 함께 충남 미래교육을 열어갑니다!’에 참석해 인공지능(AI) 시대에 대응하는 구체적인 교육 정책 방향을 제시했다. 그는 현재 AI 서비스가 미국 빅테크 플랫폼에 의존하고 있어 발생하는 데이터 유출 우려와 유료 구독에 따른 교육 불평등 문제를 날카롭게 지적하며 교육청이 직접 데이터 주권을 쥐고 학생과 교사에게 안전한 연구 환경을 제공해야 한다고 역설했다.

그가 제시한 해결책인 충남형 소버린 AI는 충남교육청 산하에 학생과 교사 전용 AI 개발 서버를 구축하고 고성능 AI 구독 서비스를 교육청이 무상으로 지원하는 방식이다. 이를 통해 부모의 경제력에 따른 AI 활용 격차가 사회적 격차로 이어지는 연결고리를 끊어내고 충남의 모든 아이가 동등한 디지털 도구를 갖게 하겠다는 계산이다. 또한 기존 맞춤형 학습 플랫폼인 온(On) 시스템을 고도화해 실제 교실 현장에서 체감할 수 있는 맞춤형 교육 환경을 완성하겠다고 확약했다.

특히 이 후보는 AI 기술 도입에 따른 부작용을 방지하기 위해 문해력 강화와 교사 전문성 확보라는 두 가지 안전장치를 전면에 내세웠다. 그는 “AI를 가르치기 전에 글을 깊이 읽을 줄 아는 아이로 키우는 것이 기본”이라며 자신의 1호 공약인 연간 10만 원의 도서 바우처 지급을 통해 디지털과 종이책의 균형 잡힌 성장을 이끌겠다고 밝혔다. 교사에 대해서도 AI가 대체재가 아닌 보조 도구임을 명확히 하며 입문부터 선도까지 이어지는 3단계 체계적 연수와 교육청 주도의 전용 매뉴얼 보급을 약속했다.

이날 간담회에 동석한 박수현 충남도지사 후보 역시 지역 첨단 AI·디지털 체험 센터 건립과 교육 경비 보조 확대를 약속하며 이 후보의 청사진에 힘을 실었다. 이 후보는 이어 인구 소멸 위기 대응책으로 폐교를 돌봄과 문화 거점으로 재구조화하는 공유 캠퍼스 구상을 설명하며 지역 소멸 문제를 교육 혁신으로 돌파하겠다는 의지를 보였다.

39년 현장 교육 전문가와 행정가로서의 통찰이 집약된 이번 소버린 AI 구상은 기술 종속이 아닌 교육 주권을 명확히 했다는 점에서 충남 교육의 질적 도약을 예고하고 있다. 단순한 기술 도입을 넘어 데이터 보호와 문해력이라는 본질적 가치를 결합한 이 후보의 정책이 대한민국 미래 교육의 새로운 표준으로 자리 잡을 수 있을지 도민들의 기대가 모이고 있다.

Attending the future education meeting "Opening the Future of Chungnam Education with Park Soo-hyun and Lee Byeong-do!" held in Gongju on the 15th, Candidate Lee presented specific educational policy directions to respond to the artificial intelligence (AI) era. He sharply pointed out concerns about data leakage caused by current AI services relying on U.S. big tech platforms and the issue of educational inequality due to paid subscriptions, emphasizing that the Education Office must directly hold data sovereignty and provide a safe research environment for students and teachers.

The proposed solution, Chungnam-style Sovereign AI, involves building a dedicated AI development server for students and teachers under the Chungnam Education Office and providing high-performance AI subscription services free of charge. The strategy is to break the link where the AI utilization gap according to parents' economic power leads to social disparity, ensuring all children in Chungnam have equal digital tools. He also pledged to complete a customized educational environment that can be felt in actual classrooms by upgrading the existing customized learning platform, the "On System."

In particular, Lee put forward two safety measures to prevent side effects of AI technology: strengthening literacy and securing teacher professionalism. He stated, "The basics are to raise children who can read text deeply before teaching AI," and announced that he would lead balanced growth between digital and paper books through his first campaign pledge of providing 100,000 KRW annual book vouchers. Regarding teachers, he clarified that AI is an auxiliary tool rather than a replacement, promising a three-stage systematic training from introductory to leading levels and the distribution of exclusive manuals led by the Education Office.

Park Soo-hyun, the Chungnam Governor candidate who also attended the meeting, supported Lee's blueprint by promising to build regional high-tech AI/digital experience centers and expand educational expense subsidies. Lee further explained the "Shared Campus" concept, which restructures closed schools into care and cultural hubs as a response to population extinction, showing his determination to overcome regional extinction through educational innovation.

This Sovereign AI vision, which integrates 39 years of field education expertise and administrative insight, predicts a qualitative leap in Chungnam education by clarifying educational sovereignty rather than technological dependency. Expectations are high among citizens to see if Lee's policy, which combines data protection and the essential value of literacy beyond mere technology introduction, can serve as a new standard for future education in Korea.
