[Cheonan/CTN] Reporter Kang Hyun-su = Jang Gi-su, the Democratic Party candidate for Cheonan Mayor, has announced a breakthrough administrative innovation pledge aimed at eliminating inefficiencies in the public sector while realizing a 365-day public service that maximizes citizen convenience.
Candidate Jang pointed out that public facilities closely linked to citizens' daily lives, such as libraries, swimming pools, and youth centers, close uniformly on holidays or specific days, causing repeated inconvenience to citizens. His plan is to drastically improve the reality of closing about 40 to 60 days a year to maximize the utilization of public resources and shift toward a citizen-centered public service system. In particular, he made it clear that this 365-day public service would not rely on the unilateral sacrifice or excessive overtime of civil servants and public sector workers. The strategy is to fully guarantee the right to rest under the Labor Standards Act while providing full city support for necessary personnel and operating costs, including additional staffing, the introduction of a flexible working hour system, and the utilization of volunteers and interns.
Specific innovation directions to improve the constitution of the public sector were also presented. Candidate Jang cited promoting the welfare and morale of public officials, intensively supporting the development of civil servants' job capabilities, pilot-introducing a 4.5-day work week once a month, and streamlining administration based on AI as core tasks. Above all, defining civil servants as subjects and partners to co-create administrative innovation, he explained that he would introduce AI administration to reduce chronic inefficiencies such as simple repetitive tasks and formal meetings, thereby elevating the quality of administration to the next level.
Particularly, he put forward an unconventional alternative to double the budget for civil servant education, which currently stands at about 2 billion KRW. The strategy is to drastically increase opportunities for professional education via external dispatch, support for acquiring master's and doctoral degrees, and obtaining professional certificates, helping frontline public officials grow into trusted administrative experts. Candidate Jang emphasized, "An environment where civil servants can work stably ultimately leads to citizen satisfaction," adding, "We will improve both administrative efficiency and the quality of citizen services through sufficient rest, education, and a rational work system."
Candidate Jang added, "Cheonan is facing growing citizen fatigue due to a prolonged mayoral vacuum and a decline in administrative trust. I will not be a mayor who conflicts with the public service society, but a mayor who solves problems together."
