천안시는 지난 16일 동남구에서 성묘 중이던 20대 남성이 열탈진 증상을 보여 병원으로 긴급 이송돼 치료를 받았다고 19일 밝혔다. 최근 낮 기온이 가파르게 상승하면서 발생한 올해 첫 사례로, 다행히 환자는 치료 후 무사히 퇴원했으나 보건당국은 폭염에 따른 안전사고 예방을 위한 선제적 대응 체계에 돌입했다.
온열질환은 열로 인해 발생하는 급성질환으로 기온이 높은 환경에 장시간 노출될 경우 두통, 어지럼증, 피로감, 근육경련은 물론 심할 경우 의식 저하 증상까지 동반한다. 특히 체온이 40℃ 이상으로 치솟고 중추신경계 이상을 일으키는 열사병은 치명적인 응급질환으로 신속한 조치가 이뤄지지 않으면 생명까지 위험해질 수 있다. 어린이와 어르신, 만성질환자는 일반 성인보다 체온 조절 능력이 현저히 떨어지기 때문에 무더위 노출에 각별한 주의가 필요하다.
이에 따라 시는 폭염 특보 발생 시 갈증이 나지 않더라도 물을 자주 마시고, 낮 시간대 무리한 야외활동을 자제할 것을 강력히 권고했다. 또한 통풍이 잘되는 밝은 색상의 옷을 착용하고 충분한 휴식을 취하는 등 기본 건강수칙을 철저히 준수해야 한다고 덧붙였다.
이현기 천안시 서북구보건소장은 "최근 갑작스러운 기온 상승으로 온열질환 발생 위험이 통계적으로 매우 높아지고 있다"라며 "야외 작업이나 운동 등 장시간 외부 활동을 할 때는 충분한 수분 섭취와 휴식이 필수적이며, 어지럼증이나 두통 등 이상 증세가 감지되면 즉시 활동을 중단하고 시원한 그늘로 이동해 조치를 취해야 한다"고 강조했다.
지구 온난화로 인한 이른 폭염은 이제 단순한 계절 변화를 넘어 시민의 생명을 위협하는 사회적 재난으로 인식되어야 한다. 보건당국의 철저한 모니터링과 시민들의 자발적인 안전수칙 준수만이 때 이른 무더위 속에서 인명 피해를 막는 가장 확실한 방역망이 될 것이다.

Cheonan City announced on the 19th that a man in his 20s, who was visiting a grave in Dongnam-gu on the past 16th, showed symptoms of heat exhaustion and was urgently rushed to a hospital for treatment. This is the first case of this year triggered by the recent sharp rise in daytime temperatures. Fortunately, the patient was discharged safely after treatment, but public health authorities have immediately entered a preemptive response system to prevent safety accidents due to the heatwave.
Heat-related illness is an acute disease caused by heat, accompanied by headaches, dizziness, fatigue, and muscle cramps, and can even lead to loss of consciousness in severe cases when exposed to high-temperature environments for a long period. In particular, heat stroke, which causes body temperature to soar above 40°C and triggers central nervous system abnormalities, is a fatal emergency disease that can threaten life if swift action is not taken. It also added that basic health rules must be thoroughly observed, such as wearing loose-fitting, light-colored clothes and taking sufficient rest.
Lee Hyun-ki, Chief of the Cheonan Seobuk-gu Public Health Center, emphasized, "With the recent sudden rise in temperature, the risk of heat-related illnesses is statistically becoming very high." He added, "Sufficient water intake and rest are essential during long outdoor activities such as outdoor work or exercise, and if abnormal symptoms like dizziness or headaches are detected, one must immediately stop the activity and move to a cool shade to take measures."
The early heatwave driven by global warming must now be recognized as a social disaster that threatens the lives of citizens, rather than a mere seasonal shift.
