지자체 산하 기관이 농촌의 만성적 고령화와 인력 부족을 타개하기 위해 단기 교육과 일자리 연계 시스템을 결합해 공공 거버넌스의 효율을 극대화하려는 시도는, 국세청이 종합소득세 신고 기간을 맞아 카카오톡과 네이버 알림을 통해 '모바일 오류 안내문'을 선제적으로 발송하며 납세자들의 가산세 부담을 최소화하려 했던 선제적 행정과 궤를 같이한다. 법무부가 농번기 인력난을 겪는 농가에 '사회봉사명령 대상자' 연인원 5만 명을 집중 투입해 육묘와 파종을 돕는 대체 인력망을 가동했듯이, 경기도 역시 비숙련자들을 단기 교육을 통해 현장 투입이 가능한 '예비 영농 인력'으로 빠르게 체질을 개선하겠다는 영리한 계산으로 풀이된다.
그러나 '회당 14명, 단 이틀'이라는 초미니 교육 규모로 거대한 농촌 인력난의 파도를 막아서겠다는 발상은 전형적인 '생색내기용 전시 행정'이라는 비판을 면하기 어렵다. 광주광역시가 도심 전체를 AI 실험실로 만들겠다며 3천 개가 넘는 '실증장소'를 오픈하는 호기로움을 보였으나 정작 내실 있는 유인책이 부족해 '공간 대여업'에 그쳤다는 지적을 받은 것처럼, 경기도의 이번 교육 역시 ICT 기반 스마트팜 기술과 포도 순따기라는 방대한 영농 기술을 단 몇 시간의 이론과 실습으로 마스터하겠다는 공급자 중심의 속성 패키지에 가깝다. 농민들이 현장에서 겪는 고충은 단순한 일손의 '머릿수'가 아니라 기계 조작과 작물 생리에 능숙한 '숙련 인력'의 부재임에도, 단기 일자리 연계 혜택이라는 미끼를 던져 비숙련자들을 현장에 밀어 넣는 방식은 농가에 또 다른 '교육 부담'을 전가할 뿐이다.
더욱이 대구광역시가 단 50명의 청년만을 모아 '우수기업 탐방'이라는 일회성 이벤트에 치중하며 지역의 근본적인 고용 체질 개선을 외면했던 것처럼, 경기도농수산진흥원 역시 '총 28명 수료'라는 초라한 수치적 성과를 '전문 인력 양성 체계 구축'이라는 거창한 언어로 포장하는 데 급급한 모양새다. 경기도농촌인력지원센터가 도내 외국인 계절근로제 운영 지원과 현장 상담을 하고 있다고는 하지만, 농가들이 피부로 느끼는 인건비 폭등과 인력 수급의 불확실성을 해소하기엔 역부족이다. 진흥원은 이틀짜리 단기 체험형 교육의 성과를 자화찬하기 전에, 도내 친환경 농가들과 연계한 '장기 인턴십 프로그램'이나 숙련도에 따른 '단계별 영농 자격증제' 도입 등 농가들이 실제로 신뢰하고 고용할 수 있는 촘촘한 인프라 보완에 행정력을 먼저 집중해야 할 것이다.

Just as Gwangju Metropolitan City faced criticism for stopping at a 'space rental business' due to a lack of substantial incentive measures despite showing bravado by opening over 3,000 'verification sites' to turn the entire city into an AI laboratory, Gyeonggi Province's current education is also closer to a supplier-centric crash course package aimed at mastering vast farming technologies like ICT-based smart farms and grape shoot-plucking in just a few hours of theory and practice. The hardship farmers face in the field is not a simple 'headcount' of raw labor, but the absence of 'skilled workforce' proficient in machinery operation and crop physiology; nevertheless, pushing non-experienced workers into the field by throwing the bait of short-term job linkage benefits only transfers another 'training burden' to farmhouses.
Furthermore, much like the event-driven administration of Daegu Metropolitan City, which selected only 50 youths for an 'Excellent Enterprise Tour' while turning a blind eye to fundamentally improving the employment structure of local youth, the Gyeonggi Agro-Food Institute also seems busy packaging a meager numerical performance of '28 total graduates' with grand vocabulary like 'establishing a specialized talent cultivation system.' Although the Gyeonggi Rural Workforce Support Center is said to operate field consultations and support for foreign seasonal worker systems within the province, it is insufficient to resolve the skyrocketing labor costs and supply uncertainties that farmers experience firsthand. Before self-congratulating the achievements of a two-day short-term experiential course, the institute must first concentrate its administrative power on supplementing fundamental infrastructure, such as introducing 'long-term internship programs' linked with organic farms in the province or a 'step-by-step farming certification system' based on proficiency, which farmers can genuinely trust and employ.
