[천안/CTN]강현수 기자 = 천안시가 맞벌이 가정을 비롯한 관내 돌봄 취약 가구의 양육 부담을 획기적으로 경감하고, 아동들이 안전하게 성장할 수 있는 촘촘한 도심형 공적 돌봄 안전망 구축에 총력을 기울인다.

시는 방과 후 돌봄 공백 상태에 노출되기 쉬운 초등학생들을 보호하고 체계적인 교육·복지 서비스를 제공하기 위해 올해 관내에 ‘다함께돌봄센터’ 5개소를 신설한다고 21일 밝혔다. 현재 15개소의 다함께돌봄센터를 내실 있게 운영 중인 시는, 이번 신규 확충 사업을 통해 총 20호점까지 초등 돌봄 인프라를 대폭 확대하여 아동 안보 사각지대를 완전히 지워나갈 방침이다.

우선 개소 절차가 가시화된 곳은 천안시다함께돌봄센터 16호점과 17호점이다. 시는 이 두 곳에 대한 전문 수탁운영기관 선정을 이미 완벽히 마쳤으며, 내달부터 오는 8월까지 아동 친화형 실내 리모델링 공사와 이용 아동 모집 절차를 집중 전개한 뒤 오는 9월 중 본격적인 운영을 개시할 정교한 로드맵을 확정했다.

이어 후속 배치될 18·19·20호점 역시 최근 수탁기관 선정 심의 절차를 성황리에 마무리 지었다. 해당 시설들은 오는 7월부터 9월까지 시설 리모델링 및 이용 아동 모집 공고를 순차적으로 진행한 뒤, 오는 11월 중에 일제히 개소해 지역 주민들에게 고품질 돌봄 서비스를 원스톱으로 제공할 계획이다.

천안시가 공세적으로 확충하고 있는 다함께돌봄센터는 방과 후 돌봄이 절실한 만 6세에서 12세 초등학생을 대상으로 운영된다. 특히 기존 복지 정책의 한계로 지적되던 소득 수준별 진입 장벽을 완전히 허물어 가구의 소득과 관계없이 누구나 공평하게 이용할 수 있는 것이 가장 큰 강점이다. 센터에서는 아동의 안전한 일상 보호는 물론 균형 잡힌 급·간식 지원, 학교 숙제 지도, 서구형 문화·예술·체육 프로그램 등 전문적이고 감성적인 교육 콘텐츠를 풍성하게 제공한다.

시는 이번 5개소 신규 확충을 통해 신도심과 원도심 간의 지역별 돌봄 수요 불균형에 보다 선제적·과학적으로 대응하는 한편, 한 부모 및 맞벌이 가정이 겪는 일·가정 양립의 고질적인 한계를 깨부수는 강력한 지자체형 돌봄 안전망을 완성하겠다는 전략이다.

김석필 천안시장 권한대행 부시장은 "이번 다함께돌봄센터 5개소 동시 신설 조치는 천안의 미래인 아이들을 관료주의적 방치가 아닌 공공의 책임 하에 안전하게 길러내기 위한 더욱 촘촘한 초등 돌봄 체계의 결정적 주춧돌이 될 것"이라며 "부모들의 실질적인 양육 독박 부담을 덜어내고 아이들이 범죄와 사고로부터 완벽히 보호받으며 건강하게 성장할 수 있는 아이 키우기 좋은 천안을 조성하는 데 시정 역량을 총동원하겠다"고 강조했다.

저출생 극복과 아동 보호는 지자체의 생존이 걸린 핵심 안보 과제다. 단순히 현금을 지원하는 일회성 복지에서 탈피해, 시민들의 생활 공간 속으로 직접 파고들어 고도화된 돌봄 인프라를 전액 시비 수준으로 확충해 나가는 천안시의 이번 공세적인 행보는, 민생 안정을 실현하고 도시의 지속 가능한 경쟁력을 확보하는 가장 수려한 행정 표준 모델이 될 것이 확실하다.

Currently running 15 All-Together Care Centers substantially, the city plans to drastically expand elementary care infrastructure up to a total of 20 centers through this new expansion project, completely erasing care blind spots.

First, the opening procedures for Cheonan All-Together Care Centers No. 16 and No. 17 have materialized. The city has already flawlessly completed the selection of specialized trustees for these two locations, framing a precise roadmap to initiate full-scale operations in September after focusing on child-friendly indoor remodeling and child recruitment from next month to August.

Subsequently, Centers No. 18, 19, and 20 also successfully finished trustee selection screening processes recently. These facilities plan to carry out facility remodeling and child recruitment notices sequentially from July to September, grandly opening within November to deliver high-quality one-stop care services to local residents.

The All-Together Care Centers, which Cheonan is aggressively expanding, operate for elementary school students aged 6 to 12 in dire need of after-school care. Notably, tearing down the income-level entry barriers often pointed out as limits of conventional welfare policies, anyone can use the facilities fairly regardless of household income. The centers deliver tight daily protection, balanced meals and snacks, homework guidance, and rich cultural, artistic, and physical programs.

Through this expansion of 5 centers, the city plans to proactively respond to regional care demand imbalances between new and old downtowns, while completing a powerful local government-style care net that breaks the chronic limitations of work-family balance faced by single-parent and dual-income households.

Kim Seok-pil, Vice Mayor and Acting Mayor of Cheonan, emphasized, "The simultaneous establishment of five All-Together Care Centers will serve as a critical stepping stone for a tighter elementary care framework to raise children under public responsibility rather than bureaucratic neglect." He added, "We will mobilize all municipal capabilities to build a child-friendly Cheonan where parents' substantive childcare burdens are relieved and children can grow healthily under flawless protection from crimes and accidents."
