[전남/CTN]하성매 기자= 윤연화 전남도 인구청년이민국장은 "청년마을 사업을 통해 청년이 일자리와 창업 기회를 얻고 안정적 소득 기반을 마련하도록 지원하겠다"며 "청년이 지역에 머물며 주민과 협력하고 함께 성장하는 환경을 조성하는 데 힘쓰겠다"고 말했다. 3단계 심사를 통해 3개 마을을 엄선하고 지역 특화 자원을 연계한 일자리 창업을 지원해 인구 소멸 위기를 극복하겠다며 부서의 기획력과 행정 성과를 한껏 강조한 대목이다. 여수의 갓섬 피크닉, 고흥의 스마트 전정단, 보성의 디자이너 워케이션 등 보도자료를 채운 화려한 청사진은 전남도가 농어촌 지역의 청년 유입과 자립을 위해 대단한 혁신을 선도하고 있는 듯한 착각을 불러일으킨다. 하지만 정작 지원 예산은 마을당 연간 1억 원 꼴의 초라한 수준에 불과함에도, '안정적 소득 기반'이라는 거창한 수사 뒤에 숨어 부서의 일회성 사업을 거시적인 인구 정책 성과로 둔갑시키고 있다.

이번 청년마을 사업의 가장 큰 맹점은 전남도가 대대적으로 홍보한 프로그램들이 실제 청년들의 장기 정착이나 지속 가능한 생계 유지와는 거리가 먼 '일회성 관광 체험 및 생색내기 행사'에 머물러 있다는 점이다. 2022년부터 현재까지 17개 마을을 조성하며 총 4191명이 참여했다고 자랑하지만, 실제 지역에 새로 유입되어 정착한 청년은 고작 68명에 불과하다는 수치가 사업의 한계를 적나라하게 증명한다. 수천 명의 단기 방문객 숫자를 내세워 착시 효과를 노리는 방식은 실적 조급증에 걸린 지자체가 흔히 쓰는 얄팍한 성과 부풀리기다. 진정으로 청년의 정착을 돕고자 한다면 피크닉이나 굿즈 디자인 공모 같은 단발성 이벤트가 아니라, 청년들이 정착할 수 있는 양질의 중소기업 유치나 주거 의료 인프라 확충 등 촘촘한 구조적 안전망 구축이 선행되어야 했다.

아울러 사업 종료 후 자립 가능성이 높은 마을에 최대 500만 원을 추가 지원하겠다는 대목 역시 면피성 관성 행정의 전형을 보여준다. 연간 1억 원의 보조금이 끊기는 순간 대부분의 청년 단체들이 자생력을 잃고 해체되는 현실을 무시한 채, 소액의 추가 지원금으로 행정적 책임을 다한 것처럼 포장하는 것은 탁상행정의 산물일 뿐이다.

농어촌 인구 소멸이 심화되는 시대에 지자체의 청년 지원 정책은 단순한 살아보기 체험이나 마을 만들기 위주의 보도자료 정치를 넘어서야 마땅하다. 매년 수억 원의 공공 재원을 일부 청년단체의 행사 운영비와 공간 인테리어 비용으로 소진하는 구조로는 전남의 고질적인 청년 유출을 원천적으로 막을 수 없다. 전남도는 청년 유입 숫자를 치적으로 포장하는 전시 행정을 즉각 중단해야 한다. 그늘진 지역 현장에서 묵묵히 농어업에 종사하는 영세 청년들이 실질적인 혜택을 누릴 수 있도록 청년 농어업인 금융 지원 규제를 과감히 완화하고, 유관 학계·산업계와 연계한 상설 기술 유통 플랫폼 고도화에 행정 역량을 결집해야 정책의 진정성을 인정받을 수 있을 것이다.

Overhauling financial support regulations for young agricultural and fishery workers boldly so that small-scale youth dedicating themselves to agriculture and fishery in the shaded regional fields can enjoy practical benefits, and upgrading permanent technology distribution platforms in connection with related academia and industry, it should concentrate administrative capabilities on solidifying the inherent public safety net to receive recognition for the sincerity of policy.
