Ban Sang-kwon, spokesperson for the Broadcasting, Media and Communications Commission, stated, "The core of this activity is to deliver useful information to the public easily and accurately through cooperation between the government and the private sector. We will continue to discover and promote useful telecommunications life information that citizens can actually feel in their daily lives." The Broadcasting, Media and Communications Commission announced that it has formally commenced the serialization of 'National Telecom Tips,' which guides useful telecommunications information essential for daily life through short-form videos created with artificial intelligence (AI) technology, in cooperation with the three major mobile carriers—SK Telecom (SKT), KT, and LG Uplus (LGU+)—and the Korea Telecom Operators Association (KTOA). This campaign aims to help anyone easily and enjoyably access verified information amid the recent rise of sophisticated fake news exploiting AI and social media.
To ensure that core information can be understood without being tedious in busy daily lives, all videos are produced in a short-form format of under one minute. The first video, released in May for Family Month, guided how to prevent malicious calls on parents' mobile phones in advance by utilizing spam and voice phishing blocking apps of each mobile carrier. In June, in time for the upcoming World Cup season, it plans to introduce methods to safely access public Wi-Fi outdoors to protect personal information. The Commission and the telecom industry plan to jointly select topics with high public interest and sequentially post short, interesting videos using generative AI technology at intervals of two to three weeks. Through the official YouTube channels of the Commission and the three mobile carriers, various practical topics will follow, such as guidelines on changed policies when purchasing mobile phones after the abolition of the 'Mobile Device Distribution Act' and emergency charging methods when batteries run low during vacation seasons.
The government ministry's decision to break away from the rigid framework of traditional press releases and actively introduce the short-form trend, which has spread across all age groups centered on the youth, into administration is interpreted as a fresh attempt. In particular, enhancing content production efficiency by joining hands with private mobile carriers and integrating generative AI technology, alongside the direction to timely deliver sensitive policy issues of high public interest like the abolition of the Mobile Device Distribution Act, demonstrates a consumer-customized transformation of public services.
However, whether these public short-form campaigns can secure practical view counts and viral power among overflowing, stimulating private contents remains to be seen. If it remains confined to the textbook message delivery style unique to public institutions, it is highly likely to be ignored by users regardless of initial attention, and a blind spot exists where the elderly, who are vulnerable to smartphone security and are the main targets of voice phishing, actually have low accessibility to YouTube short-forms. Moving beyond the passive dissemination method of simply uploading videos to official channels, the government faces the task of finely reinforcing its post-production digital distribution strategy, such as diversifying collaborative sharing systems with senior welfare centers or local government communication networks and advancing targeted feed systems using AI algorithms.
