This confirmation of the extension of the Special Act will serve as a decisive opportunity for Pyeongtaek City to leap beyond a security city into a true international peace city equipped with a foundation for sustainable growth." Pyeongtaek City expressed its full-scale welcome along with 660,000 Pyeongtaek citizens regarding the final promulgation of the amendment to the 'Special Act on Support, etc. for Pyeongtaek City, etc. following the Relocation of USFK Bases' (hereinafter referred to as the Pyeongtaek Support Special Act) on June 9, which was scheduled to expire at the end of this year, and declared that it would accelerate large-scale regional development projects.
With the promulgation of this amendment, the validity period of the Pyeongtaek Support Special Act, originally scheduled to sunset on December 31 this year, has finished all legal procedures to be extended by an additional four years until December 31, 2030. Pyeongtaek City has completely resolved administrative and financial vacuum anxieties, such as the cutoff of national financial support and the suspension of various licensing privileges that could have occurred upon the expiration of the Special Act, securing institutional momentum to stably push forward core pending issues currently driven by the city as primary projects, including the establishment of Godeok International School and the creation of high-tech large-scale industrial complexes. The Pyeongtaek Support Special Act, enacted in 2004 to compensate residents and balance regional development following the USFK base relocation, had previously been extended three times. However, the necessity for re-extending the law has been continuously raised by local political and administrative circles to secure the complete wrap-up of the base relocation project and the continuity of ongoing long-term local development projects.
The local government's securing of continuity for trillion-won national budget projects and foreign investment attraction projects by extending the lifespan of a massive development special act through close political coordination with the central government and the National Assembly is evaluated as a highly successful administrative achievement in terms of strengthening Pyeongtaek's urban competitiveness. It is also a well-justified measure in that it continuously guarantees fair compensation and infrastructure expansion opportunities for local residents who have endured the national security burden of hosting USFK bases.
However, the structure of relying solely on the government's preferential support by repeating temporary extensions up to four times over a span of 22 years since its enactment in 2004 faces substantial criticism as proof that Pyeongtaek City has failed to establish a self-sustaining urban growth ecosystem on its own. Whenever this temporary act is extended, controversies over equity with other municipalities are routinely raised within government ministries. Therefore, Pyeongtaek City must not waste this newly secured final four-year grace period merely as an opportunity for quantitative expansion of national matching projects. Instead, it is a critical time to focus administrative capabilities on formulating fundamental, self-reliant urban redesign strategies, such as securing independent local tax revenues and transforming USFK-linked infrastructure into autonomous tourism and industrial assets.
