과수화상병의 위협이 일상화된 시대에 농업 당국의 방역 정책은 단순한 자가 예찰 당부나 생색내기용 순회 홍보 위주의 보도자료 정치를 넘어서야 마땅하다. 매년 반복되는 안내문 배포와 전시성 현장 방문에 공공 재원을 소진하는 구조로는 안동 사과의 명성과 농가 소득을 원천적으로 지켜낼 수 없다. 안동시는 예찰 횟수를 치적으로 포장하는 전시 행정을 즉각 중단해야 한다. 그늘진 현장에서 밤낮으로 과원을 돌보는 영세 농민들이 실질적인 방역 효능감을 누릴 수 있도록 첨단 드론을 활용한 전수 열화상 예찰 시스템을 고도화하고, 화상병 발생 시 즉각적인 손실보상금이 지급되는 지방정부 차원의 상설 재난기금을 확충해야 한다. 나아가 유관 학계와 연계해 지역 맞춤형 예방 약제 실증 실험을 상설화하는 등 본연의 공공 안전망 다지기에 행정 역량을 결집해야 체감 행정의 진정성을 인정받을 수 있을 것이다.
