확대 천안시가 18일 서북구보건소 회의실에서 온실가스 배출 사업장을 대상으로 교육을 진행하고 있다.

[천안/CTN]강현수 기자 = 천안시가 전 세계적인 기후위기 대응과 탄소중립 실현을 위해 관내 환경기초시설을 대상으로 온실가스 배출권 관리 역량 강화에 나섰다.

시는 18일 온실가스 감축을 위한 ‘온실가스배출권거래제 교육 및 온실가스 감축 컨설팅’을 성공적으로 실시했다고 밝혔다. 이번 조치는 최근 온실가스 배출권 가격 상승으로 인해 지자체의 재정 부담과 감축 중요성이 그 어느 때보다 커진 상황에서, 사업장들의 자발적이고 체계적인 감축을 유도하기 위해 마련됐다.

현재 정부는 온실가스배출권거래제를 통해 기업 및 지자체별로 배출권을 할당하고, 범위 초과분에 대해서는 시장 거래를 통해 확보하도록 규제하고 있다. 이에 시는 온실가스배출권거래제 운영 대상인 관내 환경기초시설 45개소 중 배출량이 많은 주요 사업장 10개소를 선별해 집중 컨설팅을 진행했다. 교육은 배출권거래제의 구조적 이해, 사업장별 감축 사례 및 구체적 개선 방안, 배출권 시장의 최신 동향과 전망 안내 등으로 내실 있게 구성됐다.

특히 이번 컨설팅에는 전문 컨설팅 기관이 직접 참여해 신뢰도를 높였다. 최근 완료된 지난해 온실가스배출권거래제 명세서 작성 결과를 바탕으로 사업장별 전년 대비 배출량 증감 사유를 정밀 분석하고, 주요 배출 공정별 최적의 감축 기술을 매칭하는 맞춤형 처방을 제시했다.

정진웅 천안시 기후에너지과장은 “배출권거래제는 단순한 행정적 규제를 넘어 실질적인 온실가스 감축을 이끌어내기 위한 핵심 정책 수단”이라며 “지속적인 교육과 정밀 컨설팅을 통해 사업장별로 실효성 있는 감축 방안을 발굴하고, 효율적인 배출권 관리로 시의 탄소중립 목표를 차질 없이 달성하겠다”고 말했다.

온실가스 감축은 이제 환경 보호를 넘어 도시의 재정 건전성과 지속 가능한 경쟁력을 결정짓는 핵심 지표다. 전문 기관과의 협력을 통해 공공시설의 배출 구조를 과학적으로 진단하고 나선 천안시의 이번 선제적 행보가 친환경 녹색도시 구현을 위한 실질적인 기폭제가 될 것으로 기대된다.

The city announced on the 18th that it successfully conducted the "Greenhouse Gas Emissions Trading Scheme Education and Greenhouse Gas Reduction Consulting." This measure was prepared to induce voluntary and systematic reductions from business sites at a time when the financial burden on local governments and the importance of reduction are greater than ever due to the recent rise in greenhouse gas emission credit prices.

Currently, the government allocates emission credits to each company and local government through the greenhouse gas emissions trading scheme and regulates excess emissions to be secured through market transactions. Accordingly, the city selected 10 major business sites with high emissions out of 45 environmental infrastructure facilities subject to the emissions trading scheme and conducted intensive consulting. In particular, a professional consulting agency directly participated in this consulting, enhancing reliability. Based on the recently completed greenhouse gas emissions trading scheme specification sheet from last year, the agency precisely analyzed the reasons for the increase or decrease in emissions compared to the previous year for each site and presented customized solutions matching the optimal reduction technology for each major emission process.

Jeong Jin-ung, head of the Cheonan City Climate and Energy Division, stated, "The emissions trading scheme goes beyond simple administrative regulation to serve as a core policy tool for driving substantive greenhouse gas reductions." He added, "We will discover effective reduction plans for each business site through continuous education and precise consulting, and achieve the city's carbon neutrality goals without a hitch through efficient emissions credit management."
