시는 여름철 집중호우 시 오염물질이 빗물과 섞여 하천 및 바다로 유입되는 것을 원천 차단하고 녹조 발생을 예방하기 위해 6월부터 8월까지를 '하절기 환경오염행위 특별 감시·단속 기간'으로 지정했다고 발표했다. 이번 단속은 관내 폐수 배출시설과 주요 공장 등 오염물질 배출사업장을 중심으로 진행된다. 시는 실효성 있는 단속을 위해 총 3단계의 체계적인 스케줄을 수립했다. 먼저 6월 한 달간은 각 사업장 스스로 시설을 정비할 수 있도록 사전 홍보와 안내문을 발송하는 등 계도 활동에 집중한다. 이어 6월 중순부터 8월까지는 오염 취약 지역과 상습 위반 사업장을 대상으로 불시 점검 및 환경 순찰을 대폭 강화한다. 마지막 3단계인 8월에는 집중호우로 인해 방지시설이 파손되거나 노후화된 사업장을 선별해 정상 가동을 위한 시설 복구 유도 및 맞춤형 환경 기술지원을 실시할 계획이다. 점검 과정에서 고의적인 무단 방류나 방지시설 미가동 등 중대한 법규 위반 사항이 적발될 경우, 고발 및 조업정지 등 관련 법령에 의거해 엄중하게 행정처분할 방침이다.
