[천안/CTN]강현수 기자 = 천안시가 한국인 주요 사망 원인 중 하나인 심뇌혈관질환을 선제적으로 차단하고 시민들의 건강 수명을 연장하기 위해 만성질환 예방 및 관리 체계를 대폭 강화하고 나섰다.

시는 고혈압과 당뇨병 등 심뇌혈관질환의 선행 질환을 조기에 발견하고 체계적으로 관리할 수 있는 촘촘한 보건 의료 안전망을 가동한다고 20일 밝혔다. 고혈압, 당뇨병, 이상지질혈증 등은 초기 자각증상이 거의 없어 방치되기 쉬우나, 정기적인 측정과 자신의 혈압·혈당 수치 인지율을 높이는 것이 뇌졸중이나 심근경색 등 치명적인 합병증을 막는 가장 확실한 열쇠라는 판단에서다.

이에 따라 시는 만성질환자의 2차 합병증 조기 발견을 위한 ‘합병증 검진비 지원사업’을 지속해서 운영하며 의료 사각지대 해소에 집중하고 있다. 특히 상대적으로 의료 접근성이 취약한 읍·면 지역 주민들의 편의성을 획기적으로 높이기 위해 올해 합병증 검진 협약 의료기관 2개소를 추가로 지정해 검진망 외연을 확장했다. 이와 함께 시민들로 구성된 ‘시민서포터즈’를 최전선에 배치해 일상 속 혈압·혈당 측정 체험과 1대1 건강상담을 대대적으로 홍보하며 주민들의 예방관리 인식을 바닥에서부터 끌어올리고 있다.

공공 치안에 준하는 보건 인프라의 양적·질적 성장도 가시화됐다. 최근 천안충무병원이 보건복지부 지정 ‘지역심뇌혈관질환센터’로 전격 선정됨에 따라, 시 보건소의 예방 중심 사업과 전문 의료기관의 신속한 급성기 치료가 유기적으로 맞물리는 초강력 민관 협력 예방관리체계가 완성됐다. 시는 이를 통해 골든타임 사수는 물론 고도화된 의료 서비스를 시민들에게 원스톱으로 제공할 수 있을 것으로 기대하고 있다.

이현기 천안시 서북구보건소장은 "심뇌혈관질환은 돌발적인 발병을 막기 위한 조기 발견과 일상 속 지속적인 관리가 무엇보다 중요하다"라며 "앞으로도 주민들이 자신의 혈압과 혈당 수치를 정확히 인지하고 건강생활을 자발적으로 실천할 수 있도록 체감형 예방관리사업을 전방위로 확대해 나가겠다"고 강력한 의지를 피력했다.

심뇌혈관질환은 소리 없는 저승사자로 불릴 만큼 예방 행정의 지향점이 수치상의 성과가 아닌 시민의 행동 변화에 있어야 한다. 보건소의 모니터링 기능 강화와 거점 대학병원의 전문 센터 지정이라는 구조적 결합을 이뤄낸 천안시의 이번 선제적 치안형 보건 정책은, 인구 고령화 시대에 도심 안전망의 품격을 높이는 수려한 모범 사례가 될 것이 확실하다.

The city announced on the 20th that it is operating a tight public healthcare safety net to discover and systematically manage preceding conditions such as hypertension and diabetes at an early stage. As hypertension, diabetes, and dyslipidemia rarely show early self-symptoms and are easily neglected, the city operates under the precise judgment that checking regular levels and raising awareness of one's own blood pressure and blood sugar numbers serves as the most definitive key to preventing fatal complications like strokes or myocardial infarctions.

Accordingly, the city continuously runs the "Complication Screening Fee Support Project" for chronic disease patients, concentrating on clearing medical blind spots.
